Converts an SRT subtitle to VTT, or a VTT subtitle to SRT, and adds the result to the same video as a new subtitle. The source subtitle is left in place.
The new subtitle keeps the source's language and active setting. Requires both the subtitles.read and subtitles.create permissions.
